This review will remain listed as a reference of comparison to other, still active networks.]Clear Blue Media is an established banner network that pays member web sites both CPM (pay-per-impression) and CPC (pay-per-click). They offer fairly straightforward terms and conditions for joining, and have proven to accept a wide variety of web sites into their network. They use Engage Accipter, a robust third-party banner delivery system, to track and display all ad impressions.
Program Details:
As a member web site, the ads you display will combine both CPM and CPC. According to Clear Blue Media, about 80% of their current inventory is being sold in a CPM fashion. You receive between 50-65% of the net CPM that they charge advertisers. This generally works out to somewhere between $1-2 CPM on average. Clear Blue Media states there is a minimum $0.80 CPM that you will earn, and that some CPM campaigns have been as high as $10 in the past. Ads can be placed anywhere on your web site above the fold (so your visitors do not need to scroll to view the ad), as long as the ad code they give you is not altered.For pay-per-click banners, you are paid $0.20 per click. Based on reports from various members of Clear Blue Media, the CPM ads they run often have much higher click-through rates than those that pay CPC. However, Clear Blue Media is constantly striving to make sure as much of the network is running CPM ads as possible. Checks are issued monthly, once $20 in commissions have been generated. Online reports are available, and updated daily, to allow you to track your impressions, click-through rates, and overall earnings.

Overall feedback on the program has been very positive, and shows that Clear Blue Media has an excellent payment history to it's affiliates. Many ClickQuick visitors have also reported better results as of late with Clear Blue Media than some of their larger competitors such as Burst and even Flycast.It should be noted that with the recent downturn in online advertising, Clear Blue Media has seen their effective CPM paid to affiliates fall quite dramatically. Many affiliates have reported earning as low as $0.50 CPM, mainly due to the large number of non-paying, default ads displayed. As with most pay-per-impression programs, you will probably want to join many, and switch rapidly between them as they find new ad dollars to support your site.
