Free-Banners is technically a banner exchange program which allows members to receive free banner ad displays in exchange for hosting banners of other members on their site. They also pay commissions for referring new members. The program is best for helping drive additional traffic to your site.
Program Details:
Their program pays affiliates in three unique ways. First, you receive 5 credits for your banner to be displayed on their network each time someone clicks a special link promoting the exchange. Second, you will receive a 20% referral 'fee' if those visitors go on to become Free-Banners members themselves. This means that if a new member you refer displays 1000 Free-Banners ads in a week, you will receive 200 free banner displays for your ad. Third, they also pay you $0.10 per new member referred. Although not much, when combined with the other benefits, this makes for a very powerful promotion method for your site. Other benefits include the opportunity to earn 5 credits each time someone clicks-through to evaluate Free-Banners (whether or not they join) and the chance to win a jackpot of 1,000,000 banner displays or runner-up prizes of 50,000 free displays.

It seems to be one of the more popular exchange networks, and offers a variety of unique features to set it apart from standard programs. Comments on the commission rates have not been received since commissions are not the focus of this program.
